We’re proud to welcome Valerie Welbourn, PLS and Jeff Moore, PE to our Asheville staff!

 

Ms. Valerie Welbourn has joined the firm in the role of Survey Technician.

A graduate of UNC-Chapel Hill and a licensed Professional Land Surveyor in the State of North Carolina, Welbourn has over 20 years of experience in surveying.  She has extensive experience in many of the different phases of surveying, including boundary surveys, topographical design surveys, ALTA surveys and subdivision plats.

Valerie is proficient in the use of Civil 3D and Carlson Survey software.  She previously supervised field crews during the development of Reynolds Mountain and Biltmore Park.

When not working, you can find Val competing with her husband in crossword challenges, bouldering with her grown children and looking for the best dining in Asheville.

 

Mr. Jeff Moore has joined the firm in the role of Project Manager.

A graduate of Clemson University and a licensed Professional Engineer in the State of North Carolina, Moore has over 20 years of experience in transportation improvements.  He is committed to designing safe, reliable, and sustainable infrastructure that meets the multimodal needs of our communities.  He is also certified by the State of North Carolina in Pavement Management, QMS and Superpave Asphalt, ACI Concrete, Conventional Density, FHWA NCDOT Highway Incident Management and Advanced Work Zone Safety.

A former NCDOT District Engineer, Jeff’s expertise includes a broad range of transportation engineering projects that involve many aspects of roadway construction, pavement condition surveys, asphalt and concrete studies, work zone safety, snow removal, highway incident response and recovery, natural disaster response and recovery, traffic studies, traffic management, traffic calming, highway markings and signage, traffic signal operation and he has served in the City of Asheville Emergency Operations Center. He is proficient in the use of engineering and computer aided design (CAD) software, and has worked on multiple NCDOT and municipal transportation projects.  He has provided expert testimony and presentations to Asheville City Council, County Commissions and various governing boards and commissions.

Jeff most recently served as the City Traffic Engineering Manager for the City of Asheville for 6 ½ years.  He managed the pavement marking, signing, traffic signal, on-street parking and traffic calming programs.  He also drafted ordinances for City Council approval.  He implemented a multi-disciplinary “Road Safety Review Team” process for safety improvements.  He also began a “Neighborhood Pace Car” program to engage citizens in traffic speed management.  He worked closely with law enforcement and fire officials to improve safety on neighborhood streets.  Jeff served on the City’s Technical Review Committee, where he reviewed projects for impacts on the City’s transportation infrastructure.

Jeff also utilized his engineering expertise as an Civil Engineering Services Manager in the United States Air Force Reserves.  He deployed in support of Operation Enduring Freedom/Operation Iraqi Freedom, where he was a Project Engineer overseeing many base level improvement projects.  Prior to his engineering days, he was an Instructor/Evaluator Electronic Warfare Officer on B-52s and flew missions in Operation Desert Storm.  LtCol Moore retired from the USAF Reserves in 2015 after 28 years of commissioned service.

Moore has a love of both aviation and engineering.  In addition to his Professional Engineering License, he holds Private Pilot’s and Small Unmanned Aircraft Systems licenses, Instrument and Advanced Ground Instructor ratings, and participates in Civil Air Patrol and EAA Young Eagles.  He encourages those with interests in either engineering or aviation to pursue that goal.  He has been an adjunct professor at Asheville Buncombe Technical Community College for over 15 years where he has instructed in both the Aviation Management and Civil Engineering Technology Programs.
