Valley View Crossing and Boulevard Extension
City of Roanoke, Virginia

Faison Development purchased the 48 acre tract of land, formerly known as the Watts Farm, for the purpose of constructing a commercial retail development. The property was located just south of Valley View Mall between an existing Wal-Mart, a residential neighborhood known as Round Hill, an elementary school, and Interstate 581. The property was zoned residential and had no direct access to primary roads in the vicinity. Faison's vision included a major realignment of existing Valley View Boulevard and the construction of a new interchange on Interstate 581 to create this premier retail center.

Mattern & Craig assisted Faison Development during the re-zoning by providing concept development plans and assistance with community meetings. Once rezoned, Mattern & Craig provided complete site development engineering services for the project, including a 4,100' roadway extension, control and topographic surveys, subdivision and ALTA/ACSM survey plats, site layout and grading, utilities, erosion and sedimentation control, stormwater management, signal design, geotechnical investigations, landscaping, and site lighting. Key sub-consultants on the project included; Geotechnics, Inc., Hill Studio, P.C., and Engineers Inc.

The initial site development contract, awarded to Thomas Brothers, Inc. of Salem, VA., represented an initial capital investment of over $4.5 million. Subsequent capital investment in building costs has exceeded $50 million.

Mattern & Craig played an active role in the construction phase, providing construction administration services, limited on-site project representation, and construction stake-out services. The construction phase for the core site development lasted 10 months. Outparcel development is on-going.

Today this retail development is home to some of Roanoke's most popular shopping and dining destinations, such as Target, PETSMART, Staples, Best Buy, Ruby Tuesday, O'Charleys, Logan's Roadhouse, Consolidated Theaters, and Rack Room.

The project was successful primarily due to the vision of the Faison Development team, but would not have been possible without the cooperation and assistance of the City of Roanoke; City of Roanoke Public Schools; Valley View Mall Merchants; and the citizens of the Round Hill area.
